ENVIRONMENTAL GOVERNANCE: THE EXPERIENCES OF SUBJECTS IN ORGANIZATIONS

This article seeks to understand how the experiences of individuals develop in organizations that operate in environmental governance actions. To this end, we analyzed the materials of two ethnographic studies carried out in the city of Florianópolis, Santa Catarina. In both cases, we used participant observation complemented with semi-structured interviews. We argue about the need to problematize the theoretical currents founded on the split between culture and nature in order to analyze organizations linked to environmental governance. We note that governance processes are based on conflict and depend on negotiations about normative expectations regarding organizational purposes and objectives. We also emphasize that the actions developed by the subjects are permeated by a tension between the purposes of environmental education and surveillance. Finally, the pragmatic epistemological positioning allowed us to see environmental governance as a process that relates to the situational perspectives of the territory in question.
