This study seeks to understand how community associations influence the development of the population's trust in public institutions, from the perspective of several actors involved and four dimensions of analysis: participation, perception of the role of associations, political dimension and democracy. Community associations, by becoming more active and closer to the local reality, presuppose the construction and strengthening of trust and mechanisms of cooperation and communication. The data triangulation was used as a methodological strategy, based on document analysis, interviews, direct observation and application of questionnaires. It was noticed that there is no alignment when it comes to understanding the role of residents' associations on the part of citizens, public managers and association presidents. It was also noted that the participation of the community in such associations is still very low, which hinders its performance and its capacity to generate social capital.
