The Implementation of the Care Network for People with Disabilities in the Scope of Oral Health from the Advocacy Coalition Framework in Two Health Regions in Brazil

Abstract

Research objective: to describe the conditions that favored the conformation of the public policy subsystem and the implementation process of the Care Network for People with Disabilities in the scope of Oral Health (CNPD-OH) in two similar Brazilian health regions.

Teoretical framework: the Advocacy Coalition Framework (ACF) supported interpretation of the results and identification of the belief system and values that oriented the coalitions formed, their strategies, government decisions, institutional rules and effects obtained in the course of implementation.

Methodology: case study, in two socioeconomically similar health regions and in the provision of services, with documentary analysis and interviews with key subjects.

Results: three coalitions were identified in the regions and one diverged from the orientation of the public policies structuring the CNPD-OH. Despite the socioeconomic similarity and the offered services in the regions, the implementation resulted in different paths, in the cognitive or non-cognitive aspects.

Originality: the use of the Advocacy Coalition Framework to study policies implementation at the loco-regional level and around people with disabilities is a positive and innovative aspect of this work.

Teoretical and practical contributions: the analysis from the ACF made it possible to observe that the region whose cognitive conditionings were more aligned with the guidelines of the public policy subsystem around CNPD showed better integration and structuring of the health network, corroborating the importance of policy-oriented learning.
