The methodology used in the study was exploratory, descriptive and a case study, supported by the qualitative approach.Semi-structured interviews were conducted with managers responsible for PROERD. The instrument was based on the theoretical model of Draibe (2001).Among the key findings is that the program needs more investment in staff and educational materials as well as transportation equipment, staff training, investments aimed at publicizing the program, staff training, adoption of practices for monitoring, planning and evaluation their impacts. We conclude that thestate government has no plan as PROERD State, the program requires the creation of a communication plan, which allows interaction with all the media andsociety.
