Bureaucracy and Economics of Transaction Costs: An analysis of the relationship between Federal University of Pernambuco and Abreu e Lima Refinery

Abstract: The relationship between the Federal University of Pernambuco and the Abreu e Lima refinery, the industry has the conviction that the university isimportant for the formation of human capital, research and development (R & D) and viability of the refining industry. In turn, the University perceives difficultiesin its inner workings to account for an effective and capable of meeting the expectations of the refinery partnership. The purpose of this paper is to explore theinstitutional relationship between the University and Refinery analyzing how the bureaucracy and transaction costs that drive this relationship work for thedevelopment of the oil refining industry in Pernambuco. The theoretical foundation covers bureaucracy and Transaction Cost Economics (TCE). To achieve thegoal, then submitted to interviews Argumentative Analysis methodology were performed. It was noticed that the relationship between the institutions is viewedpositively by participants. However, the existence of opportunistic behavior (along the lines recommended by the ECT), the high degree of administrativecentralization and the lack, by the University, a management model that provides a better interaction between university and industry were also pointed out.
