Social Management and Urban Governance: The Case of Portal Amazônia, Belém – PA

Abstract: This paper examines the urban governance approach in the concern of management social in programs of urbanization. Particularly, examines thechallenges of urban governance in the social management of Project "Portal of the Amazon" in Belém of Pará. The research was based on study case methodand used participant observation and semi-structured interviews as form to data gathering. The participant observation took place during the final seminar ofPROMABEN and the semi-structured interviews were done with social actor engaged in the project. The study revealed that in spite of the project planningstates social management, the project results show that in practice social relations for carrying out the “Portal of the Amazon” needs a better use of the mainsocial management and governance characteristics: dialogue, transparency, deliberative democracy and citizenship.
