Public Transfers of Funds: a Study of the Partisan Protectionism of Union (PT) and the State of Minas Gerais (PSDB)

The overall objective of this article is whether voluntary transfers made during the term of 2009-2012 by the Union to the miners municipalities differ from voluntary transfers made by the state of Minas Gerais to these same municipalities, considering only the municipalities whose mayors were affiliated the PT and the PSDB. For data analysis, two hypotheses were formulated: H0 (no difference in voluntary transfers to municipalities) and H1 (no difference in voluntary transfers to municipalities). The test results show that there is a partisan influence in the voluntary transfer of resources between governments, municipalities since the PT received more transfers from the federal government, which was allied political base than the state government, which was allied base to PSDB. The municipalities of the PSDB received more funds from the state government that municipalities whose mayors were affiliated with PT.
