State Capacities to the Political Administration of Technological Innovation in Brazil

Research Objective: To analyze the State capabilities in Brazil, at the federal level, associated with the development of technological innovation policy in the context of Industry 4.0.
Theoretical framework: Modified dichotomous model of state capabilities, based on Institutionalism and Marxism.
Methodology: A survey was conducted with the professionals of the ministries that are components of the Superior Council of the Brazilian Chamber of Industry 4.0, obtaining 117 questionnaires answered to which descriptive statistics were applied.
Results: The results suggest heterogeneity of capabilities, signaling the coexistence between, on the one hand, high education, high compatibility of training and trajectory with the functions performed, adequate internal coherence and coordination between agencies and, on the other hand, acute limitations in terms of human, financial and material conditions and debatable results regarding the interaction with external actors with potential effects on the autonomy of the administrative apparatus.
Originality: State capacities for technological innovation policies in the context of Industry 4.0.
Theoretical and practical contributions: Explains the deficit points for the development of innovation policy at the federal level, enabling future modifications.
