Formation of the Agenda of the Hybrid Participatory Budget of Volta Redonda-RJ in the light of the Multiple Stream Model

Abstract

Research objective: to analyze the insertion of the Hybrid Participatory Budget of the municipality of Volta Redonda-RJ in the governmental agenda through the Multiple Stream model to identify the factors that led this issue to the government agenda, the actors involved in the process and the political context that made public policy possible.

Theoretical framework: the theoretical framework on the public policy agenda is adopted, especially the Multiple Stream model. It also discusses the participatory budget, its potential and obstacles, as well as the interface with social management.

Methodology: single case study with data collection using bibliographic and documentary techniques and semi-structured interviews. Data processing was performed qualitatively by applying the multiple stream model in three dimensions of analysis.

Results: the Hybrid Participatory Budget was an attempt to broaden participation and diversify representation beyond neighborhood associations. The electoral victory of an outsider candidate in 2016 and the appointment of the Planning Secretary, identified as the policy entrepreneur responsible for defending and reformulating the Participatory Budget, are the main factors that explain the formation of the agenda.

Originality: adoption of a theorical model that considers aspects of political dynamics and actors in the analysis of the governmental agenda, based on the choice of an object of study characteristic of social management.

Theoretical and practical contributions: understanding about the streams of problems, solutions and policies including their convergence in the formation of the agenda in a participatory politics.
