Abstract

Research objective: The present study has as its general objective to analyze the effects of public management on the socioeconomic performance of Brazilian municipalities.

Theoretical framework: Based on the literature review, It was verified that the performance of municipal public management can contribute to better investments in education, health and employment and income generation, promoving better socioeconomic performance.

Methodology: The study developed na analysis model that establishes the relationships between public management, fiscal and socioeconomic performance, investigating possible differences based on the size of the municipality. For this, a total of 5,570 Brazilian municipalities and the relationships were evaluated from the structural equations modeling.

Results: The results indicated that public management has a positive and significant effect on socioeconomic performance, and that this relationship is mediated by fiscal performance. In addition, a moderating effect of the size of the municipality was also verified in the relationship between public management and fiscal performance. The results presented indicate that the effect of public management on fiscal performance is greater in municipalities with lower GDP per capita and number of inhabitants, or that the relevance of effective public management stands out.

Originality: Although indirectly, the study develops a model to measure the constructs of public management, fiscal and socioeconomic performance, validating some of the metrics indicated by the literature. In addition, it should be noted that the study demonstrates the mediating and moderating effects of fiscal management and the size of the municipality, respectively, which have not been addressed in the literature.

Theoretical and practical contributions: The study contributed to the literature deepening the theoretical debate on the efficiency of public management, presenting new relationships. In addition, it also encourages the improvement of the quality of public management and the importance of compliance with fiscal rules for the improvement of the well-being of society.
