Identifying Barriers to the adoption of the Brazilian Digital Governance Policy and the Role of Collaborative Governance

Abstract

This article aims to identify strategies and barriers to the adoption of Digital Governance by the Brazilian Public Administration based on the Digital Governance Policy, which focuses on access to information, service provision, and social participation. Qualitative exploratory research was conducted through policy analysis and semi-structured interviews carried out with 11 ICT managers from public organizations. Barriers to each Digital Governance strategy were identified, and, based on the literature, they were classified into structural or cultural, individual, organizational, or strategic barriers. Findings show an association between these barriers and Collaborative Governance, which can foster the Digital Governance strategy or hinder it, in case it lacks or is not well implemented. Full Professor in the Management Graduate Program at the Pontifical Catholic University of Rio Grande do Sul (PUCRS), Brazil. Holds a PhD in Management from Federal University of Rio Grande do Sul (2004) and was a visiting researcher at the London School of Economics and Political Science (2016).
