Identificación de barreras para la adopción de la política brasileña de gobernanza digital y el papel de la gobernanza colaborativa

Resumen

Este artículo pretende identificar las estrategias y barreras para la adopción de la Gobernanza Digital por parte de la Administración Pública brasileña a partir de la Política de Gobernanza Digital, centrada en el acceso a la información, la prestación de servicios y la participación social. Se realizó una investigación exploratoria cualitativa a través del análisis de la política y de entrevistas semiestructuradas realizadas a 11 gestores de TIC de organizaciones públicas. Se identificaron las barreras a cada estrategia de Gobernanza Digital y, basándose en la literatura, se clasificaron en barreras estructurales o culturales, individuales, organizativas o estratégicas. Los resultados muestran una asociación entre estas barreras y la Gobernanza Colaborativa, que puede fomentar la estrategia de Gobernanza Digital u obstaculizarla, en caso de que carezca de ella o no esté bien implementada.
