The actions of the black social movements directly contributed to the formation of new thinking and goals for the black population, effectively demonstrating the benefits they bring to their professional activities in different parts of our country. In this sense, our objective is to outline a demographic profile of these initiatives from the perspective of librarianship course at the Federal University of Ceará - Campus Cariri, seeking to interpret the meaning of the action of social agents in the field of race relations, especially within the nine state governments and their respective capitals in northeast Brazil. In this context we describe the creation of councils that address the promotion of racial equality within the official, exemplified by the Council for Development and Participation of the Black Community - SP, 1983 - and the Special Secretariat for Defence and Promotion of the Black Peoples - RJ, 1991. It is noteworthy that the culmination of these councils was due from the Special Secretariat for Policies to Promote Racial Equality, established in 2003 by the federal government. Thus, throughout the nineties, several states and municipalities have established departments or councils focused on implementation of policies that contribute to the removal of racism and racial discrimination in different regions of the country. In this atmosphere we have this as one of the organizational models of anti-racist movements in the country with events within the government machinery at all three levels (municipal, state and federal). The methodology seeks to analyze the official websites, the presence of these organisms, with the next step to see your engineers and leaders. This is an ongoing investigation, under the Brazilian Center, Latin American and Caribbean Studies in Race Relations, Gender and Social Movements - N'BLAC, Federal University of Ceará, Campus Cariri advanced.
