Abstract

The objective of this paper is to recue the concept of formation, in adornian sense, and reflect on how this differs from professionalization and affects social management. The starting point for this was the discussions that were occurring in the center of political agenda on the reform of the State and its administration in Brazil. Then we conducted a dialectical analysis of professionalization and formation of public managers, stressing that, to enable social democratic management, we need people to be formed and not professionalized. Finally, we discuss some possible paths for the formation of public managers.

Lílian Bambirra de Assis, CEFET-MG

É presidente da Fundação CEFET-MG e professora do CEFET-MG. Foi professora na Universidade Federal de Ouro Preto. É doutora em Administração pela Universidade Federal de Minas Gerais e coordenadora executiva da Certificação Ocupacional do Estado de Minas Gerais.Tem experiência na área de Administração, com ênfase em recursos humanos e organizações, teoria crítica, economia da educação, certificação, estratégia e reestruturação.

Ana Paula Paes de Paula, Universidade Federal de Minas Gerais

Possui bacharelado em Administração de Empresas pela Universidade de São Paulo (1994), mestrado em Administração Pública e Governo pela Fundação Getulio Vargas - SP (1998) e doutorado em Ciências Sociais pela Universidade Estadual de Campinas (2003). Atualmente é professora titular e pesquisadora do CEPEAD-UFMG, atuando como subcoordenadora do Núcleo de Estudos de Gestão Pública (NEGP) e do Núcleo de Estudos Organizacionais e Sociedade (NEOS). Trabalha principalmente com os seguintes temas: teoria crítica, psicanálise, subjetividade, autogestão, economia solidária, gestão pública, participação social, ensino e pesquisa em administração.
