Management of Ethics: The Experience of The Brazilian Public Administration

Abstract: Motivated by the international debate on governance and by social demand on publics ethics especially since the 1990s after the promulgation of theFederal Constitution, this article sheds light on the ethics management and proposes to make a diagnosis on the Ethics Management System of the BrazilianFederal Executive from three units of analysis: budget, management tools and social participation We performed a qualitative study of documentary analysis of71 minutes of meetings held by the Public Ethics Commission, the coordinating body of this system, from September 2000 to February 2007. The time framerestricts the analysis to the period of transformation of programs to promote ethics in the Federal Executive in a Structuring System of public administration.Although resources and management tools have been used on an increasing scale, social participation was restricted to certain groups and not reached thedecision-making framework.
