    Dear readers,

    The Revistade AdministraçãoPública e Gestão Social – APGS– closes this year with news, aiming to increasinglyalign itself with the good practices of scientific publication made in the area of Applied Social Sciences and related areas.

    In such way, the APGS journal was registered at the InstitutoBrasileiro de Ciência da Informação e Tecnologia – IBICT (Brazilian Institute of Information Science and Technology) and has joined the AssociaçãoBrasileira de EditoresCientíficos – ABEC (Brazilian Association of Scientific Editors).

    Among the news, intending to internationalize the APGS journal, in the year of 2013, only the papers that are in accordance to the citation and reference rules of the American Psychology Association – APA – shall be accepted in the submission process. Adding to that, the editorial crew aimed to broaden it by inviting researchers from Portugal and Spain, during a visit made by the editor to the Instituto de Gobierno y PoliticasPublicas – IGOP – of the Autonomous University of Barcelona and to the University of Lisbon and University of the Algarve.

    The first article of this edition is the result of this internationalization process, written by Geraldo César Diegues, Doctoral Student in Management at the University of Trás-os-Montes and Alto Douro of Portugal. It analyses the role of the local government in the process of supplying channels of participation and institutionalizing such channels for an effective management of the public policies.

    DiferentesDemocracias e a Regulamentação da Propaganda paraCrianças (Different Democracies and the Regulation of the Propaganda for Children) is the title of the second article, written by Carolina Fabris Ferreira, master’s degree student in Public Management and Government Studies at the FundaçãoGetúlio Vargas – FGV – in São Paulo, Brazil. The author analyses the differences in the regulation of the propaganda for children and verifies if it has any relation to the democracy models in different countries.

    Entre o Potencial de Transformação Local e osEntraves do Programa de Aquisição de AlimentosnaCidade de Viçosa-MG (Between the Potential of Local Transformation and the Barriers of Food Acquisition Program in the city of Viçosa/MG), a work written by the academic TamirisCristhinaResende da Silva and the professors Rodrigo Gava, JaderFernandesCirino and Arlindo Silva, all from the Universidade Federal deViçosa (UFV), composed the third article within this edition. The authors investigated the barriers that prevent family farmers to increase their income by Food Acquisition Program (PAA), linked toFome Zero Program, from the Federal Government in Brazil.

    The fourth article discusses the “Solidarity Economy in Vale do São Francisco: the Relationship between Solidarity Enterprises and Local Power in a Endogenous Development Perspective” (Economia Solidária no Vale do São Francisco: a Relação entre Empreendimentos Solidários e Poder Local na Perspectiva do Desenvolvimento Endógeno), by José Raimundo Cordeiro Neto, from the Universidade Federal do Vale do São Francisco – UNIVASF–, Ariádne Scalfoni Rigo, Universidade Federal da Bahia – UFBA–, and Airton Cardoso Cançado, Universidade Federal do Tocantins – UFT–.

    In the article named Participatory Budget: vision of thepregraduate student in public management (Orçamentoparticipativo: a visão do graduandoemgestãopública), professor Richard Medeiros de Araújo and Jorge Morais Maia, both from the Centro Universitário FACEX – UNIFACEX –in Rio Grande do Norte, closethis 2012 volume by identifying the perception of public management students about the adoption of participatory budget as an effective management technique in Brazilian reality, exposing prospects for training in Public Administration and Social Management.

    Dear readers:

    Starting from this third 2012 issue of the Administração Pública e Gestão Social (APGS) magazine, it will be possible to know, through its website, the responsibilities of the editorial crew, of the reviewers and of the authors of the works, who are interested in making this magazine a way of scientific release increasingly more qualified within the academic community.

    For this effect, the APGS editorial crew, represented by its editor, took part, in September 2012, in the IV Encontro Nacional de Editores Científicos de Revistas das áreas de Administração, Contabilidade e Turismo (IV National Meeting of Scientific Magazine Editors on the Fields of Administration, Accountancy and Tourism), organized by the Associação Nacional de Pesquisa e Pós-graduação em Administração (ANPAD) (National Association of Research and Postgraduate in Administration). At this meeting, it was possible to introduce the APGS to several scientific editors from Brazil, as well as to add and renew the participation of various researchers as members of the editorial crew of the magazine.

    Moreover, still in September, the APGS magazine was advertised by the professors Walmer Faroni and Suely de Fátima Ramos Silveira, of the Post-graduation Program in Administration of the University of Viçosa at the III Congreso Internacional en Gobierno, Administración y Políticas Públicas, in Madrid, Spain.

    In this issue, on the first article, entitled Burocracia Brasileira: um Comparativo com os Países do BRIC (The Brazilian Bureaucracy: A Comparison with the BRIC Countries), the authors Ariella Burali Kobal, Marcelo Teixeira Filho and Augusto Cézar de Aquino Cabral, from the Programa de Pós-graduação em Administração e Controladoria (PPAC) (Postgraduate in Administration and Comptroller Program) of the Federal University of Ceará, invite the reader, in the enlightenment of the bureaucratic and institutional theories, to analyze the behavior of the BRIC countries (Brazil, Russia, India and China) in relation to the world, through indicators of the World Bank report about institutional bureaucracy and efficacy.

    The second article, Ensaio Teórico sobre a Presença do Patrimonialismo no Poder Legislativo Local (Theoretical Essay on the Presence of Patrimonialism in Local Legislative), was written by Fabiano Maury Raupp and Jose Antonio Gomes de Pinho, professors at the State University of Santa Catarina and at the Federal University of Bahia, respectively.

    Written by Renato Fabiano Cintra and Saulo Fabiano Amâncio Vieira, both from the State University of Londrina, the third article analyzes the Process of Implementation of Project Management in Public Organs: a Case Study at the City Hall of Dourados – MS, Brazil (O Processo de Implantação da Gestão de Projetos em Órgãos Públicos: um Estudo de Caso na Prefeitura Municipal de Dourados – MS).

    The fourth article, authored by Nilda Maria de Clodoaldo Pinto Guerra Leone, Sonia Maria de Araújo and Maria Aparecida Nery Kanzaki, the first one from the Professional Masters in Administration at the Potiguar University, and the others from the Federal Institute of Rio Grande do Norte, seeks to comprehend The Vision of Technical-Administrative Servers and Teachers of Federal Institute of Education, Science and Technology (RN) on Organizational Commitment (O Olhar dos Servidores Técnico-Administrativos e Docentes do Instituto Federal de Educação, Ciência e Tecnologia – RN – sobre Comprometimento Organizacional).

    This edition is concluded with the article Recyclable Collectors Networks: Perspective for the Organization of Self-Management (Rede de Catadores de Materiais Recicláveis: Perspectiva para a Organização da Autogestão), from Milton Cordeiro Farias Filho, professor at the University of Amazônia. This work presents the structure of social relations of recyclable material collectors in six municipalities in the state of Pará, as well as its virtues and organization difficulties.

    Dear Readers,

    The second issue of the fourth volume of the Administração Pública e Gestão Social journal (APGS) brings good news about the actions that were made by the publishing team during the second quarter of 2012. The good news are: the inclusion of the journal on the Spell index – Scientific Periodicals Electronic Library - and partnership with PVvlica – Instituto de Políticas Públicas, a Think Tank, in which the members organize researches (including content from researches published in scientific periodic such as APGS) and recommend actions in form of reports (Policy reports) to subsidize the decision taking of the managers within the public politics.

    This issue has five articles, with the first four resulting from a fast track process, made with the best researches from the VI Encontro Nacional de Pesquisadores em Gestão Social (ENAPEGS - VI National Meeting of Social Management Researchers), which took place in May this year, in the Pontífica Universidade Católica (PUC).

    The first article Decisão Coletiva e Desenvolvimento Local: O Caso do Programa Nacional de Produção Sustentável de Óleo de Palma em Concórdia do Pará (Collective Decision and Local Development: The Case of the National Program for Palm Oil Sustainable Production in Concórdia do Pará), by Yana Moura de Sousa, Ana Maria de Albuquerque Vasconcellos and Mário Vasconcellos Sobrinho, respectively, the first two authors from Universidade da Amazônia (UNAMA) and the third author from Universidade Federal do Pará (UFPA), analyzes the collective decision making process on the management of the Programa Nacional de Produção Sustentável de Óleo de Palma (National Program for Palm Oil Sustainable Production) in a Brazilian city.

    Os Fatores Críticos de Sucesso na Gestão de Organizações Não Governamentais (Critical Success Factors in the Management of Non-Governmental Organizations) is the second article of this issue. Antônio Oliveira de Carvalho, from the Instituto Brasileiro de Consultores de Organização, and Elvia Mirian Cavalcanti Fadul, professor at the Universidade de Salvador - Laureate International Universities and collaborator to the Post graduation on Administration Nucleus of the Universidade Federal da Bahia (UFBA), analyzed the critical factors of success on the management, that have impact on the development, on the fundraising and on the relations with the funding sources, in Non-Governmental Organizations (NGOs).

    In the third article entitled Investigação Apreciativa em Organizações Não Governamentais e Planejamento Estratégico: Discussão Teórico-Empírica de um Estudo (Appreciative Inquiry in Non-Governmental Organizations and Strategic Planning: Theoretical and Empirical Discussion of a Case Study), written by teacher Rezilda Rodrigues Oliveira from the Universidade Federal Rural de Pernambuco, discusses the use of the Appreciative Inquiry (AI) method in strategic planning process of the Movimento Pró-Criança (MPC).

    Written by Tania Pereira Christopoulos and Maria da Gloria Cardoso Ferreira, both from the Escola de Artes, Ciências e Humanidades (EACH) of the Universidade de São Paulo (USP), the fourth article verifies if there is a potential influence of Bolsa Família Program on the consumption behavior of low-income individuals.

    The last article, Análise dos Conselhos Gestores de Políticas Públicas à Luz dos Relatórios de Fiscalização da Controladoria Geral da União (Analysis of Public Policy Management Councils in the light of the Audit Reports of Controladoria Gerald a União), of authorship of Simone Martins, professor at Universidade Federal de Viçosa (UFV) and Doctorate student in Administration at CEPEAD at Universidade Federal de Minas Gerais (UFMG), Ivan Beck Ckagnazaroff, professor at UFMG and Mariana Luisa da Costa Lage, Masters student in Administration at UFV, examines the implications of flaws on the functioning of these Administrative Councils for the Public Governance in Brazil.

    Besides all this, we are pleased to inaugurate, beginning with this edition, the publication of editorials also available in English, in order to contribute to the disclosure of international scientific works about Public Administration and Social Management. Therefore, we invite you to read the APGS Mhagazine, wishing everyone a pleasant reading!

    Dear reader,

    The journal Public Administration and Social Management - APGS (Administração Pública e Gestão Social – APGS) starts the year of 2012 with various changes, including management and editorial, aiming to achieve the best on scientific papers in the area of the Applied Social Sciences.

    These changes concern the new version (v.2.3.7.0) of the platform SEER/OJS, the new design of the website, which was translated into seven languages and the new presentation format, with the creation of a standardized model for the scientific papers. Moreover, there is a simplification in the editorial process, which aims the efficiency and the quality of scientific papers’ publication. There are, also, more than 330 possibilities to share the journal through interactive tools.

    In this edition, the first paper is called Global Crisis Effect and the Expansion of Brazilian Economy (Efeitos da Crise Mundial e Perspectivas de Expansão da Economia Brasileira), whose author is the professor José Matias Pereira, from the University of Brasilia. Not only it raises a discussion about the challenges that Brazil will have to face in the next year, but it also approaches the need of Public Management planning to deal with the undesirable effects of the crisis.

    The second paper is called Agenda Composition: The Policy Advocacy Method for Public Management Teaching (Formação da Agenda: Método de Policy Advocacy para Ensino de Políticas Públicas), written by Leonardo Secchi, a professor from the University to Develop the State of Santa Catarina (Universidade para o Desenvolvimento do Estado de Santa Catarina – UDESC). It brings the discussion of the experiences acquired from the management course with the application of this method as an educational technology.

    The third paper analyses the accounting standards that can be applied in the Brazilian Public Management against the process of convergence of the international rules. The authors are Jonatas Dutra Sallaber and Ivanice Vendrusco. The former author is a federal worker and the latter is a professor of the Federal University of Rio Grande do Sul (Universidade Federal do Rio Grande do Sul).

    The next paper, called Social Management and Public Policies for the Territorial Development, was written by Alan Ferreira de Freitas e Marcelo Miná Dias, professors from Federal University of Viçosa (Universidade Federal de Viçosa), and Alair Ferreira de Freitas, a Doctor’s Degree Student from Federal University of Minas Gerais (Universidade Federal de Minas Gerais). The study analyses how the territorial approach has interfered in the rural development of public policies along the Doce River in the state of Minas Gerais, in Brazil.

    Finally, the last paper is called Researching Projects: a social intervention strategy from the studies of the organizational action sociology.  It was written by Thiago Pimentel, a professor of Federal University of Juiz de Fora (Universidade Federal de Juiz de Fora) and it exposes beyond a positivist view, a way of knowledge production with the social intervention process, through the diffusion and local assimilation during the process, based on research, restitution and intervention.
