O Plano Nacional de Educação: Análise do Processo de Construção de uma Política Pública tipicamente Brasileira

The purpose of this teaching case is to enable discussions about the structure of the National Education Plan and its formulation, implementation and evaluation. The case uses the policy cycle and the rationalist and argumentative policy analysis traditions as a theoretical background. This is a typical story of a public policy that mobilized millions of people in order to achieve legislative approval; it struggled to thrive even in a favorable political environment; it created hopes, frustrations, relationships and rivalries. However, the case illustrates that it is still worthwhile to fight for a cause even if the cards are stacked against it. The teaching case discusses the distinction between government policy and State policy, the limits of long term planning in a democratic environment, inciting faculty and students to debate public policy using the illustration of the National Education Plan.
