O presente artigo visa a refletir sobre os formatos regulatórios do comércio internacional de energia elétrica, tendo em vista a essencialidade desse mercado no cenário globalizado. Para tal, analisou-se a relevância da governança em nível supranacional, a sua fragmentação e as propostas de regulação no âmbito da Organização Mundial do Comércio. Focou-se na viabilidade de acordo no contexto multilateral, no sentido de se proporcionar mais vantagens para os países emergentes. Utilizou-se o método dedutivo, lastreado principalmente em pesquisas de fontes bibliográficas.
