Abstract

In 2003, the government of the state of Minas Gerais, Brazil, started the Management Shock Policy with specific goals of placing the public accounts up to date, establishing an agenda for development, and consolidating the public employees’ evaluation process. The objective of this study is to show, through literature review, if the policy implementation really improved the financial, organizational, and personnel management performance. Achieving respectable outcomes, the policy was based on the incentive of efficiency, effectiveness, and productivity for the public sector workforce. The organizational and individual performance evaluation methods were also one of the considerable points on rebuilding a dynamic and innovative state on administrative practices.
