Inhabiting the uninhabitable: income generation and local development in Conjunto Palmeiras

Abstract: The case takes place in Conjunto Palmeiras, a low-income neighborhood located on the outskirts of Fortaleza (capital of the North-eastern Brazilianstate of Ceará), and is told from the viewpoint of Joaquim, a local leader active in the Neighborhood Association. In January 1997, Joaquim reflects on anintricate problem. On one side, thanks to a history of mobilization and struggles, the Association managed to bring to the neighborhood a number of publicfacilities and essential services that had been lacked for many years. On the other, many residents were finding it difficult to cope with the costs of this newinfrastructure. How can the problem be solved? Is it possible to create income generating mechanisms and avoid these residents from being expelled from theneighborhood? What can the Neighborhood Association do about it? The case is suggested to be applied in courses related to social management and localdevelopment.Key-Words: Local development, income generation, social managementDownloads
