The present study aims to analyze the quality evaluation systems in higher education adopted by the State Universities, Unioeste and Uepg. From a qualitative approach, with descriptive characteristics, having as main source of evidence, institutional documents, and with the application of content analysis, it was possible to elaborate a comparative analysis based on the model proposed by Cunha (2011), which is constituted by five categories, being: Quality of the Institution; Quality of the Faculty; Quality of the Student Body; Quality of the Curriculum; Pedagogical practices; and Evaluation. Based on the assumptions made by the adopted model, the inherent aspects of "pedagogical practices" and "evaluation" are not contemplated by the evaluation systems implemented by HEIs. Evidence suggests that both systems present evaluation characteristics based on regulatory models, which seek to ensure compliance with the pre-established operating rules for the system. The analysis also suggests that both systems are not convergent with educational or formative evaluation models because they are systems that do not present characteristics with emphasis in the qualitative analysis and do not encourage the involvement of all the segments of the institutions in the construction and execution of the process
