Popular Participation and Instruments Institutionalized for Participation at Local Level

Abstract: This article will analyze theoretically the institutionalized means of popular participation. For this, the study will be delimited to participation at the locallevel and participation tools will be observed here: Municipal Councils, Town Hall and Participatory Budgeting. This paper aims to discuss the scope for participation through formal institutions, which have the purpose of promoting popular participation. Specifically, we sought to conceptualize institutions and popular participation in Brazil, and theoretically analyze the institutionalized participatory tools individually. The methodology used was the literature research. This article aims to question popular participation at the local level, by setting up a closer political relationship, physically, between the government and the community, as there are institutions and actions that allow the inclusion of community demands, both legislators locations through the Bills popular initiative and the Municipal Councils, or directly to the Executive, as in the case of the Participatory Budget.Key-Words: Participation, Institutions, Public Management.Downloads
